Qualifications / Selection Policies

Applicants must meet qualifications at the time the application is approved. The applicant must:

  1. Be a citizen of the United States;
  2. Hold at least a baccalaureate degree;
  3. Hold a regular elementary or secondary teaching certificate based on a degree or TPLB Temporary Provisional Certificate For Learning And Behavior Disorders
  4. An Emergency or Probationary certificate for special education may be substituted. However, a Substitute or Paraeducator certificate cannot be substituted.
  5. Be employed as a special education teacher or special education administrator for the school year in a Kentucky public school district while participating in the Traineeship Program;
  6. Attend a state or private university in Kentucky having a state approved special education program;
  7. Be enrolled in a planned program of studies leading to Kentucky certification in a special education teaching area or as Director of Special Education;
  8. Be seeking certification in an area not previously completed;
  9. Not be an employee of the Kentucky Department of Education; and
  10. Not be a recipient of another traineeship, scholarship, or fellowship for tuition for the courses for which a Division of Exceptional Children Services (DECS) traineeship is awarded.

NOTE: Applicants must notify the Traineeship Program staff immediately if awarded funding from another program, agency, or organization for courses for which Traineeship Program funds are requested or awarded.

SELECTION
Traineeship Program funds are paid ONLY for courses needed to obtain KENTUCKY CERTIFICATION in one special education teaching area, or as Director of Special Education.

Important Note:
Funding for graduate students seeking certification as Director of Special Education (DOSE) is no longer available through the Traineeship Program. With the current reduction in funding and the critical need for special education teachers, only individuals actually serving a district in the primary role of DOSE on either a probationary or temporary provisional certificate will be eligible for Traineeship tuition assistance.

Certification regulations require when a qualified applicant is not available for the position of director of special education, the superintendent on behalf of the local board of education may request a professional certificate for director of special education for a two (2) year period for an applicant. Application for the two (2) year certificate for director of special education must be made on the Education Professional Standards Board's Form TC-28.

Previously funded participants receive priority consideration provided a grade of “B” or better are earned for each Traineeship Program funded course. Participants who receive a grade below a “B” or who fail to submit grades are no longer eligible applicants.

New applicants are considered on the basis of (1) the availability of funds (2) local school district need (Part C of the application), and (3) the continuing need for special education teachers in Kentucky.

GRIEVANCE PROCEDURE
If a Traineeship application is denied the applicant may appeal the decision by writing a letter within 15 days of the postmarked date of the denial letter. The appeal shall state the grounds for the appeal and shall be addressed to the Director of the Traineeship Program, Northern Kentucky University, 245 Johns Hill Road, Highland Heights, Kentucky 41099. The Director shall respond in writing to the applicant within 15 days of the receipt of the appeal.
